Exactly - since those "last 20%" are not only UI related issues.
There's a lot more to clean and fix and therefor I don't think it's a good
idea to introduce a completely new backend at the same time because it will
a) waste precious resources we could have used otherwise
b) open up new problems that might increase the amount of things to be fixed
to 25% or even more

Again: I really appreciate a redesign of the TYPO3 backend from scratch, but
I don't think this should be related to any TYPO3 4.x version but a stand
alone project. So if "someone else" (BTW: Who will do it if not one of the
usual suspects?) wants to make it, IMHO he/they should do it as a proof of
concept first before any decision will be taken about how and when it will
be implemented into TYPO3 v X.
