[TYPO3-project-4-3] No TypoScript added by extentions

Hi all,

some extensions include their TS to EXT:css_styled_content/static/. E.g. 
typoscriptce adds the following code:

## TypoScript added by extension "typoscriptce"
#############################################

# Setting typoscriptce plugin TypoScript
tt_content.typoscriptce_pi1 = COA
tt_content.typoscriptce_pi1 {
    10 = < lib.stdheader
    20 = < plugin.tx_typoscriptce_pi1
}

In 4.3-dev rev 5298 this code is no more included. Maybe it's a 
side-effect of this bug: http://bugs.typo3.org/view.php?id=10863.
Or is it a consequence of the install tool Update Wizard option 
"splitCscToMultipleTemplates"? I couldn't find any documentation.
