[TYPO3-project-4-3] Rewrite of user setup / task center

Hi,

as in corelist shortly discussed here is the thread to collect ideas / 
wishes and needs for it.

Both modules are old code, hard to maintain and GUI isn't sophisticated.

So please add your ideas here so we have all together for a basic of 
rewrite.

I start with a few:
* merging user setup and task center
* add possibility for extend by extensions (taskcenter already use such)
* change the dynTabs (This may need a rewrite of dynTabs, also good for 
TCEForms)
