I thought before is better. I see it as in the TV manual: first it
tells you what you need (electrial socket, aerial socket) and only
then it tells how to plugin it all in.

Iļl make an update this week. Seems like we are getting close to
have an RFC about INSTALL.txt in core package :) I think we should
have this file in both core and dummy. Some people do not use dummy
but they should have to INSTALL.txt anyway.
