Basic Configuration of install tool accepts a minimum memory_limit of
16MB. If we announce a memory_limit of 64MB as a requirement, we should
have that limit in the install tool, too.
ATM, we have an error message if < 16. I suggest to change this to 64.

I can provide a patch if you decide this is neccessary.
