Simple case: you transfer web site to another host and something
went wrong with permissions, so you can't access the registry file.
With automatic silent rebuilt you have no chance to know that
registry is not working. Yellow box will tell you that registry must
be recreated. You will go to Tools>DB and see the error.

That check is very simple and it is extra safety. Why remove it if
we can have it there, guarding against possible problems? It
executes once after login. No drawvacks, only advantages :)
