[TYPO3-project-4-3] Moving Versioning to sysExtension

Hi,

i think this would be a nice thing to have all workspace related stuff 
seperated from core and bundled in sysext versioning.
Imagine that you could uninstall versioning for installations where no 
workspace is needed.
Imagine you simply could disable draft workspace.

I'm willing to do that but i need some help.The best would be if someone is 
familar with usage of workspaces and is willing to test and report.
