Typically thing can get into core if it is going to used by most TYPO3 installations. I do not see how categories fit here. There is no reason to blow up the core if categories can be an extension. Look at tt_news: it is used by almost everyone but it is not in the core.

There is no need to put everything to the core or it will not be "core" anymore. Keep core small. It already has tons of things that many people do not use.
