[TYPO3-jobs] Windows server setup

I have a client who has had set up, not very well, a Windows server to 
deliver a TYPO3 site. I am looking for someone who can guide them with 
the setup. Current issues:

File structure (Source outside of www directory)
Needs SOAP enabled in PHP
Needs GraphicsMagic path included in PHP paths
Set up Windows equivalent of a cron job
Set Server time to appropriate time
