I had the same issue. It was resolved by updating the .htaccess file according to this message which was displayed after installing the preconfigured package.

The message:
Apache .htaccess file already exists
There is already an Apache .htaccess file in the root directory, please make sure that the url rewritings are set properly.
An example configuration is located at: typo3conf/ext/bootstrap_package/Configuration/Apache/.htaccess
