[TYPO3-install] Typo3 6.2.3 logging

Hello,

I've got problems with logging mechanisms.
In Install-tool I've activated Configuration Preset "Development".
Additional I set 
[SYS][systemLog]=file,<path>/typo3temp/logs/test.log,1
[SYS][systemLogLevel] = 0

In php.ini (visible in install-tool)
display_errors	On
error_log	<path>/typo3temp/logs/php_dst.log

But no file is written. In typo3temp/logs/ I find a typo3.log with always size of zero.

Can anybody help me?
Or recommend the right document? The search function gave no results.
