[TYPO3-install] Typo3 Government Package won't connect to MySQL

Hi,

I had similar problems (database connection worked manually but not in 
the install tool) and finally managed to install it (v6.1.1 introduction 
package) by adding the database into typo3conf/LocalConfiguration.php 
manually ('database' => 'name' in 'DB'). Then I skipped the 1-2-3 
installer, went through the upgrade procedure and finally had a typo3 
install that (almost) works.
