[TYPO3-install] Locked installation

I have a problem with the initial installation of Typo3.

It is installed using XAMPP/htdocs/typo

When I ran it the first message I got was
"The Install Tool is locked..."

I checked in the folder typo3conf/Enable_Install_Tool and put in an empty
file Enable_Install_Tool.php; and I mean empty- no <?php etc.

But it does not start.

Does this file have to be somewhere else perhaps?

Appreciate help with a rather simple problem.
