[TYPO3-install] Typo3 test site restore problem

Hi All

I have made a backup of my typo3 site and restored it on my laptop for 
testing purposes.

The restore worked and I can log in to the backend and everything works 
fine in the backend. I can access the website but.....

On the main/live site we are using simulate static documents so our urls 
are eg mywebsite/resource.16.0.html. but on my restored site it is not 
going there. I can view the page if I put in mywebsite/index.php?id=16

I have cleared all my caches while turning simulate static documents on 
and off, but some how typo3 keeps looking for static documents in the 
links and not page id's

There is supposed to be a typolinkCheckRootline setting but I can't find it?

Any ideas as to what I am missing?
