[TYPO3-install] Installation problem creating DB

I canned my Fantastico install and am now working manually. I'm to the point 
of creating or selecting the database. I've gone into phpMyAdmin and created 
a database.

When I get to step 2, There is no database to connect to and I'm not able to 
create one, I get an error:

ERRORS
      0 Could not create database 'typo' (...not created)

I saw something in the documentation about PHP/MySQL versions. My server 
says:
phpMyAdmin - 2.11.0
MySQL client version: 4.1.22

is this the problem??
