[TYPO3-install] 4.0.x localconf.php not found: solved in development version?

If the package you're installing just installs the /source/, then this
is no bug, and you fix it by creating a file at
'tyoo3conf/localconf.php'. You're also going to need to create a bunch
of other directories (again, if it's the source you're installing).

Incidentally, the 'bug' you linked to seems to be about the /message/
being insufficiently descriptive, not about any actual functional
problem.
