[Typo3-install] Install problem: Could not connect to SQL database!

Hi all,

I suspect this is not an unusual problem so I checked
the archives but didn't see much there that helped.

Connection to the mySQL database fails when running
the Typo3 install tool.  The message is as follows:

Check database: 
Could not connect to SQL database! 
Connecting to SQL database failed with these settings:
Username: root
Password: rootbeer
Host: localhost

Make sure you're using the correct set of data.
