[Typo3-install] safe_mode and ImageMagick 5.5, T3 3.8.1

I've read the threads about safe_mode and ImageMagick. It appears that 
there is no solution to the issue of the poor reporting from the "Basic 
Configuration" tool. I edited my local.conf with the following values, 
but the install tool still thinks I have to graphics. The "Image 
Processing" tool reports the following, but I cannot even see the first 
test (Reading iamge formats).

"Use of ImageMagick has been disabled in the configuration. Refer to 
section 'Basic Configuration' to change or review you configuration 
settings."

Shall I ask the ISP to turn local safe_mode off? Will that help?
