This is generally turned off.

A text message is just a few kilobytes, but even smaller (binary) files have 
multiple MB.
Now, consider that just 100 people read this list (I guess it is even more), 
a 10MB file would already create 1GB of traffic.
And now consider that 10 people use such an attachment each month, that is 
10GB of traffic.

(ignoring any legal problems that might arise)

Also all attachments would need to be stored on the server. After a few 
years, this would meant a huge storage need.
