[TYPO3-GSoC] sample outine of the proposal

Hi all

here is the outline of the proposal I am planning to make for this Gsoc.
It's about making an installation package for Typo3 Flow,just like CMS.

Kindly have a look,and help me figure out the other details which should be
there, (e.g.,the timeline).
