I just read thru your proposal. looks good on the first sight.

i think you should also analyse which taxonomies are already there (in
TYPO3) and how other Systems have them (ie Drupal and Wordpress)
Yes there was TYPO3 project too for that long time ago...

Then you should also look at RDF and Opencalais too.

Nevertheless the idea of an API (for taxomies) and a way to administer
and share thru the TYP3 Backend should not be forgotten.

Then you should find out which relevant objects would be needed for a
use in the frontend. ie menue elements etc.
