statt layout ist es dann header_layout.

TCEFORM.tt_content.header_layout.altLabels.1 = Grüne Überschrift (H1)
TCEFORM.tt_content.header_layout.removeItems = 1,3,4,5

und das natürlich in die TSConfig.
