[TYPO3-german] Installation von Typo3 ENABLE_INSTALL_TOOL

Hallo Typo3'ler,

wollte gerade eine neue Typo3 installation durchführen nun bekomme ich 
diese Meldung :

The Install Tool is locked.

*Fix:* Create a file typo3conf/ENABLE_INSTALL_TOOL
This file may simply be empty.

For security reasons, it is highly recommended to rename
or delete the file after the operation is finished.

Diese Datei mit dem Namen ENABLE_INSTALL_TOOL habe ich angelegt und in 
das typo3conf verzeichnis unterhalb der dummyseite eingefügt. Nur die 
Meldung bleibt bestehen. Was muss das denn für eine Datei sein?? php, 
txt, html????

Über Antworten würde ich mich sehr freuen
