[TYPO3-german] update von 3.81. auf 4.0, Extension Manager

i got a hint from an nice typo3-user:

there is indeed a problem with that.
It means it downloaded the list but was not processed yet (or something like 
that.... I don't know details).
Go to your typo3temp filter and delete the files : extensions.bin and 
extensions.xml.gz
that worked out ;-)
