[TYPO3-english] Default language still a must?

Hi

I have some kind of a memory about that there were intention to abolish the need for a main "default language" in TYPO3 and extbase. 

So that it would be possible for editors to decide freely if a record (a page, an extbase record eg. news or custom extension) is "Language ALL" or german, english or whatever - without workarounds.

I'm not sure if there is or has been some development related to this, what the state of development is or under what search terms to look that up.
Does that ring a bell, can you give me a hint?
