Apart from that I'd advise a look in the manual of the used solutions.
It might be helpful to know about the problems with charsets in mysql in general: dev.mysql.com
And additionally knowing about those issues related to phpmyadmin or adminer could be helpful too.
Having problems concerning charsets is usually an issue of usage, not of the database or database-management-.tool.
