[TYPO3-english] css not loading?

Wel changing the permission on the files did not help me. I will try to load it directly from my TSconfig in the template settings instead of the config.ts file it is in now. Lets see if that going to work. 
Any other idea on how to trouble shoot this? Or a cleaver thought that help me to solve this?
