[TYPO3-english] Uncaught TYPO3 Exception #1294587218: No TypoScript template found

Exception is thrown since typo3 8.3.0.
I upgraded from typo3 8.2.1. In that version the problem did not exist.

Cause: when in a template a base template is included, the included template can not be found in the FE.
Solution: do not include a template but copy the typoscript in the setup / constants in the template itself.

Of course, this is not a real solution. 
How to solve this issue?
