[TYPO3-english] install tool error

Ok,

I tried the new install and that is working. I can get in the install-tool without a problem. Than I connect to the copy of the old db and have the old files uploaded. I get instantly the message: 
Oops, an error occurred!

Template could not be found at "Templates/Action/Common/InstallToolDisabled.html"

So what are the minimal files I need form the old system? Now I copied all: typo3_conf, uploads and fileadmin.
