[TYPO3-english] install tool error

Still not working. When I put a file in the typo3_conf with ENABLE_INSTALL_TOOL I can see it is used but again I get the error now pointing towards the: Template could not be found at “Templates/Action/Common/Login.html”. 

So the big question seems? Why are these files not found or used? I tried to change their chmod setting into 755 but that did not help.

Anyone with a good solution or experienced this behavior ?
