Theese are very BAD conditions from your customer!!!
for a new website i would recomend: Linux Server with minimum PHP 5.5
so that also the current 7 LTS would work

for a 4.5 installation you have no support, unless you buy extendes Support (only for 4 month possible)

NEVER use 4.5 now for a new site
for a NEW site i always would prefer don't to use 6.2 at this time
best solution for a NEW site NOW ist 7 LTS (http://typo3.org/download/)

PS: and if you avoid many problems, then tell your customer, that for webservers a linux server is the better solution... if ASP and .NET are not needed... http://www.thesitewizard.com/webhosting/linux-vs-windows.shtml
