[TYPO3-english] Upgrade to TYPO3 7 LTS: Install Tool empty

meanwhile I found the solution:

the .htaccess that worked for 6.2 doesn't work for 7.6.
I reverted to a minimal .htaccess and then I got access to the install tool.

I'll add a remark to the wiki
