It seems to me that you do not have a symlinked index.php in the site 
root but a copy of an old index.php file. The current index.php for 6.2 
is only 29 lines so a call from line 83 is impossible.

In the directory where the TYPO3 source is you can find a file 
INSTALL.md with installation instructions.

Since you are on Windows you have to use the mklink tool (Vista or 
newer) to make symlinks. You probably need to run the Command line as 
administrator to use mklink.

In your case the entire setup for symlinks would be:

mklink /D C:\wamp\www\project\typo3_src C:\path\to\the\TYPO3\files\
mklink /D C:\wamp\www\project\typo3 C:\wamp\www\project\typo3_src\typo3
mklink C:\wamp\www\project\index.php C:\wamp\www\project\typo3_src\index.php
