Hi, Tony.

Configuration/Tca/BackendLayout.php is the old path, which has been 
changed to Configuration\TCA\Overrides\backend_layout.php in revision 
fe31600182c7a4757daa5ba08f9bec37751415ba

So most likely there is some code cache or another kind of caching 
involved and you should try to clear it.
