[TYPO3-english] "alt_doc.php" not found, when creating New user

I have just installed a typo3 6.2.12 website using the official introduction package. I have created the website according to spesifications without any problem. But when I try to create a New User and try to save it, I get "alt_doc.php not found". The file exists, typo3/alt_doc.php, with permission 644. Is typo3 looking in an other Directory than typo3 to find the file?
Any who knows what the problem is?
