One question about the second part:

PART 2
- Make a staging copy from live (where editors have made changes), do the core update again

If "staging" is a "fresh from live" 4.5 install, and "dev" is a perfectly updated 6.2 install: 
Is it possibly simply replace staging/typo3conf/ext by dev/typo3conf/ext, maybe just before switching the core to 6.2 and running the upgrade wizards?

Or do you have to do all the uninstalling and extension upgrading in the EM again?
