[TYPO3-english] 6.2 Frontend css problems

Hi guys,

when i was working on this site all worked fine, when we moved it to be 
live things started to brake apart.

i have an issue where for some reason my FE output does not load the css 
files. When i inspect code, the header has all the css files and the 
paths are ok. All files have .css?12930132 (random numbers), thats 
something with cache, right? Only the admin_panel.css, css and 
t3skin.css are loaded when i inspect resources loaded in page.

When i clear cache in BE and reload page, all works fine but i cant do 
that every day. I even set "clear cache at midnight" but it does not help.

I could rly use some help here cause its a live site and a big client 
for me.

Extensions i am using are:
	bootstrap package
	powermail
	email address subscription
	tt_address
	FE user reg
	indexed search

Could some of the ext be the problem or maybe apache setting.
