Hi Jacco,

For the RTE tab to be available in user settings, extension "setup" must 
be installed BEFORE extension "rtehtmlarea".

So, the default order of installation of system extensions should have 
setup before rtehtmlarea.

Also, we are missing some options to specify the relative order in which 
extensions that are not pre-requisites should be loaded.

Until such options become available, perhaps a warning and explanation 
in the Reports module would be helpful in case the RTE tab is not 
available in user settings.
