[TYPO3-english] 6.2 User settings Rich Text Editor Tab

Hi!

On a couple of 6.2 installations on different servers the Rich Text 
Editor tab in User settings does not appear.

In one installation I managed to get it to show, by going in the 
extension manager and put the rtehmlarea on demo mode and back to typical.

Flushing system, general caches does not help. Is this a bug?
