With a new installation everything is fine. When I update from e. g. 4.5 to 6.2. I have the same problem. 

If you create a new user group and create a new filemount from the user group menu it works for me.
Create new user group
click "Mounts and Workspaces"
in File Mounts click Available Items: + and create a brand new filemount. 

In filemounts create a new label and just save. Now I get an error in Folder: [ INVALID VALUE ("Please choose a FAL mount from above first.
Choose a new folder and click on "save and close document" 
Now save the usergroup. 

That way I got the Button "select & upload files" back
In German: Button "Dateien auswählen und hochladen"

So it should work also, if you delete your old Filemount and create a new one
