As the documentation says nothing about what permissions should be on any of the directories when installing I didn't change anything.  My typo3conf folder is set to 755 but I will try to set it to 777 to see if that works.  I will delete both of the files I had to create as per the error messages and try again.  Not sure why typo3 has to be so hard to install as I've installed countless other cms' with no problems but I will try again before I move on.
