Actually this is exactly the major task solved by grid elements. :-)

You can even use references to single content elements (just like in TV) 
or complete pages, that will be fully visible in the page module as 
well. And you can move or copy elements via drag & drop into the 
container columns and even create new ones with the "drag in wizard".

The major difference to TV is that relations are stored in the database 
instead of XML within a single field, but you can still use the flexform 
field for additional TV-like data.
