Of course the answer will begin with "it depends..."

Here is a good product positioning for TYPO3 6.2 LTS vs 7 go to lightwerk dot de and then News and then "TYPO3 version 7 an assessment for business use" (not my company) 

And you may want to consider Neos.

The correct answer depends on what your users need and the budget. Here is a rough outline:

1. Need it to be stable as a rock, have established work practices that you don't want to change and happy with the existing design until 2017? Choose 6.2.
2. Want great compatibility, an endless number of extensions that can chose from (one day), can put up with a few bugs for a few months and a much better back-end experience than 6.2? Choose 7.0
3. Want another really good (but different) back end experience that is simple and really easy to use, willing to put up with a few bugs, don't need user rights for a few months and have requirements that are pretty straight forward? Choose Neos. 

You should also look at costs. Upgrading to 6.2 is not "cheap" but is maybe the cheapest option. Alternatively a Neos site may actually be less costly than upgrading.

And you should check on what design you are planning to implement. If it is really complicated, you should check to make sure the platform you choose supports your creativity.

If you have a 3 month time horizon for implementation you can't really go wrong with either one and they all have a lot of capability.
