[TYPO3-english] Unable to install typo3 latest version on win-8.1

You can either get OpenSSL to work which is the ideal solution if you 
want to continue in the long run.

A quick solution is to change the following in 
typo3conf/LocalConfiguration.php:
'loginSecurityLevel' => 'normal'

instead of:
'loginSecurityLevel' => 'rsa'

Do not forget to clear cache!
