[TYPO3-english] insert records not working

Hi,

I have this one site (4.5.29) where content element type insert record 
doesn't work.

Now I'm trying to find a reason for this and I'm inspecting TypoScript 
Object Browser for tt_content, but I can't think what could be the 
insert records content element. Where should I look for it?

Any idea what might cause this?
