[TYPO3-english] Sphinx extension install error

I found that the /temp directory was set to noexec. That has been 
solved, and the base installation now works.

The only issue remaining is that the five plugins mentioned as being 
available through docs.typo3.org

sphinxcontrib.googlechart
sphinxcontrib.googlemaps
sphinxcontrib.httpdomain
sphinxcontrib.slide
sphinxcontrib.youtube

The error message for each includes:

Traceback (most recent call last):
File "setup.py", line 3, in ?
from setuptools import setup, find_packages
ImportError: No module named setuptools

I see in uploads:
uploads/tx_sphinx/sphinx-contrib/googlechart/setup.py and
uploads/tx_sphinx/sphinx-contrib/xperseguers-sphinx-contrib-cb508b115bc8/googlemaps/setup.py

Where is setuptools supposed to be found?
