[TYPO3-english] CLI with direct URL access

Hi,

bad news for me, the webhosting where I need to run the direct mail 
doesn't allow CLI cron tasks, only URL access.

Is it possible to invoke CLI tasks (like Scheduler, Direct Mail) over URL?
