Yes, the static templates are there and maintain the ordering like

1.  css styled content
2. direct mail plaint template
3. direct mail news plain template
4. directmail content boundaries

Yes, cache is cleared several times.
Still the same warnings

The plain text content does not contain any direct mail boundaries.
The HTML content does not contain any direct mail boundaries.
