[TYPO3-english] PHP safemode on

@lang -> enable curl in installtool if possible
@safemode -> try to get it off, it's a show stopper and not really
safer, as if it would be off
@performance -> let them install apc, zend optimizer or sth. similar.

-> if there is no chance do not gray hair, get a new hoster and use
proper settings ;)
