[TYPO3-english] Sphinx and Windows

Dear community members,

The T3DD13 are coming soon and I took some hours to make my Sphinx
extension [1] compatible with Windows.

The compatibility is not yet released to TER but available off git
repository [2].

Windows users typically miss the "Python environment" (and a few command
line utilities), and should follow the instructions on [3]

Feedback is really appreciated, I plan to release a new version on TER
before T3DD13, I guess this will help many users to start with ReST and
Sphinx much more easily than if they would have install and configure
everything manually as described in the wiki.
